Adjust the bushing?

I’m using up some Win 571. It’s perfectly good powder so I’m making some field loads for pheasant.

The Hodgdon 2002 manual has a good load: 1 3/8 oz shot in a Win WAA12R wad over 35.5 gr. of HS-7. Should deliver 1285 fps. According to the MEC bushing chart, bushing #29 should deliver 35.0 grains of HS-7

In actual practice I’m getting 32.5 grains. In the olden days, Dad never actually weighed charges and just believed whatever MEC and the manual said. Would you change the bushing to get closer? Bushing #31 throws 35.2 grains.

Successful chefs follow the recipe until they gain enough experience to make adjustments. Reloading is similar. If the recipe calls for 35 grains, that's what I'd use.
