I've found cutting to be easier than swaging, at least for large quantities. Given the availability of .223 brass, and since it's plinking ammo, I'd go with whatever method you find easiest.
I used to uniform my pockets when I was looking for extreme accuracy along with deburring the flash holes and neck turning but that's a whole different thing.
If I was working with hard to find brass I'd probably swage them.
