This has been happening for years with firearm manufacturers and distributors but has been rolled out in the last 3.5 years to FFL's which sell to private citizens. So, in many cases the ATF can simply enter a serial number of a firearm and already gave the records from manufacturer to distributor, distributor to gun store, gun store to private citizen all without making a phone call.

And with the new form 4473 with the gun information and purchaser information on the front page, ATF can some into any FFL, to "perform an inspection" and walk out with a record that can be entered into their "database" which is actually an illegal registry.

Congress wrote into law that a registry would be illegal but it is already happening and no ATF person or politician that put it into action will dangle from a rope for doing it. And that is a shame.
It's only illegal if there's someone to enforce it as we've seen with other alphabet agencies.
