Could be. Looks like rubber straps but any hooks are on the opposite side.

Or maybe large zip ties holding the scope on. Highly unlikely it's solid enough for a reliable zero.

I'm starting to think the photo is a prank. From the ridiculous scope mount to the out of focus shot. The picture quality doesn't look like anything a law enforcement agency would do.
