seeking input on real estate

I'll start off with this.. after the guys graciously put up my tower, I'd look like a shit heel if I moved so soon. On the other hand, I found a listing I could write a check for in a neighboring free (for now) state.
Its a non-permitted tiny home of 375 square feet with a useable loft and a 24x36 garage. That's perfect for me.  It has electric, natural gas, and a wood stove. I really like redundancy. I called the zoning dept and they are aware of the listing. At a minimum it would need to be on a proper foundation rather than the cinder blocks it's on. I have no clue what it would cost to do that. Writing a check for the asking price would come close to wiping out my savings as well as a few other expenses such as a snow plow to deal with the 67" average snowfall. I doubt I could get a mortgage since my only income is now social security.
Maybe I could negotiate the price down, but it's already far below comparable prices in the area. Does anyone have a clue what it would cost to lift this thing and put in a proper foundation or any other thoughts?

You might be surprised at how easy it can be to get a loan, even on SocSec, IF your credit is good. As for putting the house on a 'real' foundation, I'm assuming it's built as a trailer. Would concrete piers work in place of the blocks? You'd still need to be able to get under it for plumbing and such, so I suspect a slab is not practical.

It wouldn’t be hard to lift it and pour a footer, but it looks like it’s been there for awhile and no body cares.

I've thought about that and there might well be a difference between the official government answer and the real world answer regarding enforcement but I'd hate to get surprised.
I've talked with the listing agent and she tells me there is definitely a difference between the government answer and the real world, so the foundation probably wouldn't be a concern. As far as the radio tower is concerned, Bill (the guy who organized the tower party) says it wouldn't look bad if I moved and asked the guys to take it down. Here's a coincidence, he has a friend who lives in Boville.
