I wonder if there's a way to put the action report back up and create a separate place for new users? That way we could quickly see the new stuff and not have it cluttered up with banned spammers. That would also help the moderators ban the spammers.

I can probably take the new user announcements out of the action report altogether but I can't see anyway to just not list the banned group.
