So for the past 40 years, federal agencies have been able to "interpret" laws to mean whatever they want, and the courts had to just go with it.  .......

And they will keep doing and just let each case wind it's way back to SCOTUS since they have unlimited money (yours) to fight it and SCOTUS has no enforcement arm. They'll just ignore it like they have the Bruen decision.
