Egg zackly. They can't do that and it shouldn't be allowed, up to an including locking up the politicians in those states doing so. The governor in Massachusetts is saying she will do all in her power to thwart Trump's plan to prevent mass deportations. At some point in doing so she will cross the line into criminality and get herself locked up. The governors of the states allowing recreational marijuana have already crossed that line and they need to be held to it.

Now would be a good time to address the issue and will prevent a lot of problems later. You can be perfectly legal by state law and still run afoul of federal law, this is one of those situations and they should learn the lesson that sometimes the dildo of karma arrives unlubed.
