Is UCMJ Authority Over Military Retirees Constitutional?

What is driving this????

I’ve always been under the impression that under extremely limited circumstances military retirees receiving military retirement pay can be charged under the UCMJ if a crime occurred on a military installation

Apparently, it doesn't matter where you commit the crime, DOD has jurisdiction. I never knew that either. I'm not retired so I never needed to look into it.

Looks like in the past few years (3ish) the navy has gone after retirees vs civilian courts….and that there is a change of thought/understanding that if you receive retired pay that means you are receiving a retainer and subsequently fair game……
