Apparently, it doesn't matter where you commit the crime, DOD has jurisdiction. I never knew that either. I'm not retired so I never needed to look into it.

Looks like in the past few years (3ish) the navy has gone after retirees vs civilian courts….and that there is a change of thought/understanding that if you receive retired pay that means you are receiving a retainer and subsequently fair game……
